Perfect Gotenks is not truly "Perfect", at least not in a Cell-like way. They are called "perfect" since the two chibis have now mastered and perfected the arts of the standard fusion dance, and have the ability to "shift" between "fusion" and "non-fusion" mode at will, allowing them to split into Goten and Trunks and back in a snap to confuse others or to thwart ki that seeks out a lifeform with Gotenks' life energy pattern, or either Goten and/or Trunks's life energy patterns.

Pilic Jr. is the last ditch effort of Pilaf and Garlic Jr. to stop Sandra and Paula from thwarting their plans when they reach the temple of the time sphere. Pilic Jr does not have any unique powers or blasts, but he is able to match par powerwise with the first state of Naldra, and even weaken state one Naldra enough that they defeat her and almost are able to manipulate the time sphere at the end, unfortunately, Pilic Jr's destruction is sealed when Tenshinhan uses a Chou Kikoho to blast Garlic and Pilaf from the Time Sphere, and allow Paula and Sandra enough time to use the Advanced Fusion dance to become state two Naldra, whose powerlevel dwarfs even the fusion of Pilic Jr, who is then destroyed effortlessly by Naldra's Chouryushinsei.

It was confirmed in the battle against Naldra[both times] that Pilic Jr's strongest powerlevel was 3,835,622,000,000,000,000, which was only a nitch below state one Naldra.
